核釋「全國中等學校運動會舉辦準則」第8條第4項第3款所定「轉學生或重考生參加比賽者，以具有就讀學校一年以上之學籍為限。但輔導轉學者，不在此限。」之「轉學生或重考生」，不包括同一教育階段未曾代表任何學校報名參加全國中等學校運動會者

MINISTRY OF EDUCATION Order is hereby given, for the interpretive rule pursuant to Subparagraph 3 of Paragraph 4 of Article 8 of "Regulations for Organizing the National Middle School Athletic Games", which stupulates that transfer students and resitting students who have not represented any school in the National Middle School Athletic Games at the same education level before are allowed to participate in the Games even they have not been registered in the current school for more than a year
