In order to promote the comprehensive implementation of customs declaration authorization in advance for simplified declaration of imported express goods, MOF made the draft amendment on Article 12, 17 and 29 of "Regulations Governing Customs Clearance Procedures for Air Express Consignments", which stipulated that if customs declaration authorization is not completed in one of the specified ways, Customs may refuse to process the declaration.
