核釋「教育人員留職停薪辦法」第4條第1項第3款所稱正當理由，涵蓋教育人員如有親自養育雙（多）胞胎子女之需求，縱其配偶未就業，仍得依本款規定，申請育嬰留職停薪，機關並不得予以拒絕

MINISTRY OF EDUCATION Order is hereby given, for the interpretive rule pursuant to Subparagraph 3, Paragraph 1, Article 4 of "Unpaid Leave Regulations for Educators", which stipulates that "a reasonable cause" includes the following circumstance: if educators need to personally raise twins (or multiple births) even though their spouses are not employed, such educators are allowed to apply for unpaid parental leave in accordance with the said Subparagraph, and the competent authority cannot refuse their applications
