The public needs sufficient information in order to participate in policy making, scrutinize the governmental movements and take parts in various economic activities, in this sense the government is the largest holder of information. Therefore active disclosure of government information is deemed as important and necessary gesture towards a democratic civil society. So to establish a sophisticate gazette system shall be the first step to realize such a vision which furthermore conceptualized as “freedom of information”.

Prior to 2004, information disclosure of each agency was run by different system either in turns of distribution method or the content format varied from this one to another, so that public information could have been published redundantly and not obtained handily.

For a settlement to resolve the above-mentioned problems, former Premier Yu Shyikun had instructed and commanded the Research, Development and Evaluation Commission of the Executive Yuan (RDEC) to design a new Gazette system while sitting on agenda reviewing the draft bill of “Freedom of Information Act” during the cabinet meeting. So that the RDEC proposed the “Government Gazette System Promotion Plan” to launch a new Gazette system which has been operating since 2005. However, the Gazette system has been operated by National Development Council (NDC) since January 22, 2014.
